linda kelly-web.jpgThe Town Manager is appointed by the Town Council and serves as the Chief Executive Officer of the Town government and is responsible for the day-to-day administration of the Town according to policies set by the five-member citizen-elected Town Council.

Linda Kelly has served as Town Manager of Windsor since December 13, 2012. She previously served as City Manager of Sonoma, California, and Town Manager of Fairfax, California. Linda has over 25 years of experience in local government and is an ICMA Credentialed Manager. In 2011, Linda received the International City/County Management Association (ICMA) 2011 Program Excellence Award for Community Partnerships for partnering with a non-profit on a water conservation garden that serves as a sustainable community model in Sonoma. Linda began her municipal career as a management intern in the City of Pasadena following completion of her Masters of Arts degree in Political Science from the University of California at Riverside. She holds a Bachelor of Arts in Political Science from California State University at Los Angeles and a Certificate in Human Resources Management from the University of California at Santa Cruz Extension Program.
