Town of Windsor is Awarded 2017 Outstanding Local Streets and Roads Program

Award Outstanding Local Streets and Roads Project Award 2017

The Old Redwood Highway Improvement Project fronting Bell Village has been awarded the 2017 Outstanding Local Streets and Roads Awards Program winner in the Complete Streets Projects category, through an awards program sponsored by the California State Association of Counties, the League of California Cities and the County Engineers Association of California.

The Old Redwood Highway Improvement Project (“the Project”) was initiated by a private commercial and residential development project named Bell Village (BV). The developer of BV is Oakmont Senior Living (OSL), and the development of Old Redwood Highway (ORH) became a well-received collaboration between the Town of Windsor and OSL. The Project was a model of a successful Public-Private partnership for a project to benefit the greater local community. OSL agreed to improve the entire width of ORH for the full length of the Project. In return, the Town of Windsor would reimburse OSL for the non-project side of the ORH improvements in the form of development impact fee credits. Prior to the Project, ORH consisted of a two-lane road with no sidewalks, intermittent or discontinuous bike lanes, minimal streetlighting and no marked street crossings at intersections. This stretch of ORH now features green bike lanes, wide sidewalks, two roundabouts, reverse angle parking, elevated walkways to protect large Oak trees and pedestrian activated Rapid Rectangular Flashing Beacons at crosswalks.
