Redevelopment Plan Amendment
The Town of Windsor has one redevelopment plan: the “Redevelopment Plan for the Windsor Redevelopment Project” (“Redevelopment Plan” or “Plan”) adopted by the Sonoma County Board of Supervisors on November 27, 1984, and effectively transferred to the Town of Windsor on July 1, 1993.

The Town of Windsor Redevelopment Agency adopted Ordinance No 2010-260 on April 21, 2010 which amended the Redevelopment Plan for the fifth time. The amendment is referred to as the Fifth Amendment to the Redevelopment Plan for the Windsor Redevelopment Project. The Fifth Amendment to the Redevelopment Plan accomplished the following:

1) Extended plan effectiveness by 10 years;
2) Extended the time period for collection of tax increment/repayment of debt by 10 years;
3) Increased the tax increment limit;
4) Increased the bond debt limit;
5) Repealed the debt establishment limit;
6) Re-established eminent domain over non-residential uses;
7) Added certain public improvements and facilities to the list to eligible projects and facilities the Agency may undertake;
8) Added territory; and
9) Made certain technical corrections to the Redevelopment Plan.

Amended and Restated Plan
The Amended and Restated Redevelopment Plan is a legal document that describes the Agency’s authorities and responsibilities as it relates to the Existing Project Area and proposed Added Area. It is not a specific plan of actions such as a specific plan. This document was approved as part of the adoption of the Fifth Amendment.

Preliminary Report
The Preliminary Report is one of the legally required documents leading to the adoption of a proposed Amendment. The Preliminary Report provides documentation on the nature and extent of the conditions remaining within the Existing Project Area and the conditions that exist within the Added Area (blighting conditions) and how these conditions will be corrected through the use of redevelopment. Generally, documented blighting conditions included serious code violations, obsolescence, incompatible uses, parcels of irregular shape and inadequate size, depreciated or stagnated property values, geological hazards (flooding), hazardous waste contamination, residential overcrowding and crime.

Environmental Impact Report (EIR)
Notice was given that the Redevelopment Agency of the Town of Windsor (Redevelopment Agency) made available to all interested parties or agencies the Draft Environmental Impact Report (DEIR) for the Windsor Redevelopment Project Proposed Fifth Amendment.  This document is intended to focus on potential impacts which are specific to the proposed Amendment.  The DEIR identified potentially significant and unavoidable impacts to historic and cultural resources, and potentially significant effects that can be mitigated related to construction emissions, special status species, wetlands, construction generated greenhouse gas emissions, seismic hazards, hazardous materials, drainage, and construction noise. 

 

This document was circulated for a 45-day public review period from December 4, 2009 through January 18, 2010.  Written comments were received by the Redevelopment Agency NO LATER THAN 6:00 p.m. on January 18, 2010.  All written comments received by this date were responded to in the Final EIR.  The draft and all documents referenced therein are available at the Redevelopment Agency during normal business days from 7 a.m. to 6:00 p.m. Monday-Thursday.  You may view a copy or obtain a CD version at the Redevelopment Agency, located at the Windsor Civic Center, 9291 Old Redwood Highway, Building No. 400.  Written comments may be forwarded to the Redevelopment Agency of the Town of Windsor, Attention Christa Johnson, P.O.
