Windsor Efficiency PAYS® will enable you, as a Windsor resident, to make efficiency upgrades to your home or apartment and replace turf with drought resistant landscaping with no up-front cost and with the immediate net benefit of lower utility bills. 

Certified contractors with the program have been pre-qualified and selected to install efficiency measures such as clothes washers, shower heads, toilets, compact florescent light bulbs, and dry-summer, drought resistant landscaping.  Program Contractors will be contacting qualified* Windsor Residents in Summer 2012 to explain the Windsor Efficiency PAYS® offer that provides the installation of agreed upon measures with no upfront costs and immediate utility bill savings.  Qualified residents may also have Program Contractors install select co-pay measures, like refrigerators, that require an upfront payment. 

An offer that works

Windsor Efficiency PAYS® is simple because it allows you to “pay as you save” with no loan, no lien, and no debt associated with the payment obligation. Participants simply pay a surcharge on their utility bill that is guaranteed to be lower than their estimated savings! And, if you move or relocate at any time, the payment obligation ends; the next bill payer at your location gets the remaining savings and makes the remaining payments. If an installed measure fails at any time during the payment period and is not repaired, the payment obligation ends. Once the repayment term is complete you’ll benefit from 100% of the utility bill savings!
