Proposition 64 - Marijuana Legalization

On November 8, 2016, Proposition 64 (legalization of recreational marijuana) was voted into law by the people of the State of California. Many aspects of the law take effect immediately, and some elements of the law are subject to local control and discretion. The Town Council took immediate action and adopted two ordinances with respect to cultivation of recreational marijuana within Town limits, at their meeting of November 16, 2016. This action allows the Town more time to study impacts to public health and safety, neighborhood crime and security, odor control and neighborhood livability.

On March 29, 2017, the Windsor Town Council held a study session at a noticed special meeting to consider what permanent regulations should be adopted for recreational (non-medical) marijuana.  At the conclusion of its discussion and deliberations, the Town Council directed staff to prepare the necessary ordinances prohibiting all Recreational Marijuana uses and activities that Proposition 64 provides local discretion over.  Town of Windsor staff anticipates the necessary ordinances will be adopted in Summer, 2017.  A summary of the Town’s current and pending regulations pertaining to marijuana is provided in the link below.
