Project Description: The Estates at Ross Ranch is a 30-lot subdivision project located at 1295 Jensen Lane, Assessor’s Parcel Number 162-020-004.   The project would subdivide the 17.18-acre mostly vacant parcel into 30 lots and reduce the agricultural buffer adjacent to the east and south property lines to 100-feet from 200-feet. The project also includes the extension of Prince George Way to the east through the project site to connect to a new north-south segment of Jensen Lane. A new north-south street, Portland Way, would be constructed in the center of the site to provide access to most of the new lots and would provide a connection to Vinecrest Road and the extension of Prince George Way. Of the 31 lots that would be created, only 26 lots would be buildable (lots 1-12 and 17-30) until such time as the agricultural buffer required along the south property line is no longer required.

Revised Project: The project has been revised to: add a mini-roundabout at the intersection of Vinecrest Road and Portland Way; shift the extension of Prince George Way to the north; and to create building envelopes on the lots along the southern boundary of the project site (lots 13 through 17) that provide a 100-foot agricultural buffer from the parcels to the south that are located in the unincorporated County and developed with vineyards. These revisions resulted in the addition of one lot to the project, for a total of 31 lots. All 31 lots would be buildable.

Environmental Review

Final Supplemental Environmental Impact Report, January 2023

Notice of Preparation: The Notice of Preparation (NOP) that the Town of Windsor was preparing a Supplemental Environmental Impact Report (SEIR) for the Project was available for review and comment from November 23, 2021, through January 6, 2022, and provided an opportunity to submit comments on the environmental topics that should be analyzed in the EIR. A scoping meeting for the NOP was held on Monday December 13, 2021, from 6:00 to 7:00 pm in Windsor Town Council chambers located at 9291 Old Redwood Hwy, Building 400, Windsor and via Zoom. 

Notice of Availability: The Notice of Availability (NOA) of the Estates at Ross Ranch Draft Supplemental EIR (SEIR)is given to advise interested parties that the Town has completed a Draft SEIR for the proposed project and that the Draft SEIR will be available for public review and comment from September 6, 2022, through October 24, 2022, at 6:00 pm (a 45-day public review period).  The NOA includes a project description and location, and potential environmental effects. 

Planning Commission Public Meeting: On Tuesday September 13, 2022, at 5:30 pm, the Planning Commission will hold a public meeting on the Estates at Ross Ranch Draft SEIR. The purpose of the meeting is for Town staff to provide a summary of the findings of the Draft SEIR and receive comments on the Draft SEIR.
