Employee Benefits

For Full-Time Employees

The Town of Windsor provides the following general benefits to full-time employees:

Retirement

Pension plan through California Public Employees' Retirement System (CalPERS). Per the Public Employees' Pension Reform Act, effective 01/01/13 new CalPERS members will receive the 2%@62 retirement formula. Employees that have worked for a PERS (or reciprocal) agency within the last six months will receive the 2%@55 retirement formula.

Town employees do not contribute to Social Security. Medicare at 1.45% is deducted from the employee’s gross pay.

Health Plans

The Town offers Sutter Health Plus HMO, Anthem Blue Cross EPO 250 and Kaiser medical insurance. The Town contributes:

  • 100% of the cost for either plan for employee only coverage
  • 95% toward employee plus one dependent coverage
  • 85% toward family coverage

Employee plus one dependent and family coverage percentages are based on the lowest cost plan.

Dental Plan

The Town offers a dental plan through Delta Dental PPO. Coverage is as follows:

  • Up to $1800 per year for each family member
  • 100% diagnostic and preventive
  • 85% basic benefits

Orthodontic benefits for dependent children are covered at 50% with a lifetime maximum of $1,000 per insured. This benefit covers the employee and all eligible dependents, and is 100% paid by the Town.

Vision Plan

The Town offers a vision plan through Vision Service Plan (VSP). This benefit covers the employee and all eligible dependents, and is 100% paid by the Town.

Life Insurance and AD&D

Employees are provided a $100,000 term life insurance policy. The Town pays 100% of the premium.  

Long-Term Disability

Employees are provided a long-term disability policy. This benefit is provided at no cost to the employee.

Educational Incentive

The Town will reimburse an employee up to $1,000 per year for successful completion of a vocational, high school, junior college, college and/or university course.

Employee Assistance Program (EAP)

Town employees and people living in their households are eligible to participate in the Town’s confidential EAP program which is administered by Aetna.
