Financial Assistance for Households
The County of Sonoma Emergency Rental Assistance Program (ERAP) helps eligible households who have been financially impacted by the COVID-19 pandemic. The program provides payment assistance for renters or landlords who need help with RENT and UTILITIES. Applications can be completed online or sent in via mail.
- Any community member can apply for assistance regardless of immigration status
- Funds can be used to pay rent as well as past-due utility bills and home service bills
Due to Public Health Orders, Town office will remain closed to avoid person-to-person contact and help prevent the spread of the coronavirus.
The following options are to make it as convenient as possible to manage your utility account during this time.
Administrative Services Department will be OPEN to accept utility billing payments on the following dates from 8:30 a.m. to 5:00 p.m.

- Online by visiting townofwindsor.watersmart.com First time logging in: enter your utility account number as it appears on your statement (xx-xx-xxxxxxx-xx) not the customer number.
Services Provided by the Utility Billing Division consist of office staff providing water and water reclamation (sewer) utility account services for the Town of Windsor and Windsor Water District.
