The Town of Windsor invites all interested community members to participate in a virtual community workshop on Wednesday, December 8, at 6:00 p.m. This workshop follows a joint Planning Commission/Town Council meeting that was held on October 13th to introduce and discuss a draft policy document governing the environmental review of transportation impacts. As of July 1, 2020, the California Environmental Quality Act (CEQA) requires traffic-related environmental impacts to be based on Vehicle Miles Traveled (VMT), not Level of Service (intersection delay). The State’s guidelines for screening criteria and significance thresholds will be utilized for CEQA review until the Town adopts its own criteria and thresholds. Any local variations from State guidelines must rely upon substantial evidence.
Given the complexity of the proposed VMT policy, this workshop is offered to provide an opportunity for members of the community to ask questions and discuss the policy implications. Staff anticipates that the Town Council will consider formal adoption of a VMT policy in early 2022.
