New Design Concepts for Old Redwood Highway Roundabout Sculptures


On Monday, July 16, 2018 at 6:00 p.m., the Town of Windsor Public Art Advisory Commission (Commission) will host a special meeting to receive presentations of six alternative roundabout sculptures designed by five finalists. This special meeting is open to the public and will be held in the Town Hall Council Chambers at 9291 Old Redwood Highway, Building 400. The meeting will be available for viewing on the public access channel and will also be recorded and available online. The Commission will forward recommendations to Council. Upon Council acceptance of sculpture designs, the Commission will fundraise to realize the preferred sculpture for each roundabout.

Since 2015, the Commission has been working to install art in the roundabouts. The existing sculpture at Market Street and Old Redwood Highway is on loan from artist Bruce Johnson and is currently set for removal in December of this year. 

A Request for Artist Qualifications (RFQ) for the two Old Redwood Highway Roundabouts was released by the Commission on January 11, 2018. The Town received 96 applications submitted by the deadline. The first round of the jury process was a two-week online blind scoring by the seven Commission members. The jury viewed each artist submission, including a resume, public art experience, references and images of past work. The scoring criteria of 1-7 was set with a finalist threshold of 5.5 average or higher to move on in the process, eliminating 86 of the artists. The second round of the jury process took place at a regular Commission meeting on March 5, 2018. The ten remaining artists were narrowed down to the top five finalists based on experience, work samples and fit for the specific project. The final round includes the proposal of a design concept, a presentation and a $1,000 stipend to each artist. The artist finalists are:

Design concepts were due on June 21, 2018. Artists were permitted to submit up to two proposals, one for each roundabout. In the end, six design proposals were received.

In anticipation of the presentations, two public preview opportunities will allow the public to view the concepts submitted by each artist:

  • July 12 at the Summer Nights on the Green Concert (near the center pavilion);
  • July 15 at the Windsor Certified Farmers Market (near the east pavilion).

Each concept submitted by the artist includes a sculpture budget. This includes, but is not limited to, the artist fee, fabrication, insurance, transportation, installation and any travel required by the artist. An all-inclusive budget of $100,000 has been set for each roundabout sculpture. The Town does not currently have funds allocated for these sculptures. The Commission is currently fundraising and seeking major sponsors for each of these projects.
